To review and make recommendations and suggestions to the mayor and the assembly for the conduct and improvement of the borough investment program.
Meetings shall be held by request of the borough administration, the chair of the committee or any two members of the committee.

Members shall be persons with substantial experience and expertise in the area of financial investment. Members shall be neither elected officials nor employees of the borough, nor shall they or a member of their immediate family, be an officer, director, employee, or have substantial financial interest in any financial institution which is listed on the borough's qualified bidders list.
